Zoning is the single most misunderstood part of buying land. Two identical-looking lots can have completely different value depending on what the county lets you do with them. Here's what the main Highlands County zoning districts mean for a land buyer — in plain English, with the actual county rules.
The districts you'll actually encounter
R-1A — single-family residential, medium density
This is the zoning on most residential lots in communities like Placid Lakes. Under the county's Land Development Regulations, R-1A generally requires a minimum 10,000 square foot lot with 80 feet of frontage, and buildings may cover at most 50% of the lot. It's built for single-family homes.
R-1, R-2, R-3 — other residential tiers
These cover lower to higher residential densities and larger-lot options. The pattern is the same: single-family residential, with lot size and density rules varying by district.
AU — agricultural
Intended for areas that are primarily agricultural. Under Section 12.05.200 of the county code, AU permits one-family dwellings plus real farming uses: groves, produce farms, nurseries, forestry, cattle grazing, dairy operations, and limited livestock (for example, noncommercial keeping of up to three hogs, sheep, or goats combined). If you want space, animals, or a homestead feel, AU is the district to look for.
What can you actually build or place?
Site-built home
Yes, in all residential districts and AU, subject to permits, setbacks, and the Florida Building Code.
Manufactured or mobile home
Generally allowed in R-1A and other residential districts as a dwelling (separate from temporary-use rules). Confirm the specific parcel — deed restrictions in some subdivisions add their own limits on top of county zoning.
RV or camper, full-time
Generally not permitted as a permanent residence in residential districts. The county does allow mobile homes as temporary residences in specific situations — for example, as accessory to active construction, or by temporary use permit in non-residential districts like AU. Don't buy a lot planning to live in an RV full-time without written confirmation from Planning & Zoning.
Tiny homes
There is no special "tiny home" zoning category. A tiny home generally must qualify as a dwelling under the Florida Building Code and meet the district's minimum standards. Ask the county before you buy for this purpose.
Camping or recreational use
Occasional recreational use is one thing; living on vacant land in a tent or camper is another. Check with the county — don't assume.
Setbacks and coverage
Every district has setback rules (how far structures must sit from property lines) and lot coverage limits — R-1A caps building coverage at 50%. These decide where on the lot your house, driveway, and well and septic can actually go. Get the setback table for your district before you plan anything. Our land buying guide covers the rest of the pre-purchase checks.
How to verify a parcel's zoning
- Look up the parcel on the Highlands County Property Appraiser's site and note the zoning code.
- Read the corresponding district section in the county Land Development Regulations (Chapter 12).
- Call the Highlands County Planning & Zoning Division with the parcel ID and your planned use — get the answer in writing or take notes with a name and date.
- Check for subdivision deed restrictions too — they can be stricter than county zoning.
Zoning is public information and free to check. The buyers who get burned are the ones who assumed. Still deciding where to look? Our areas page compares Placid Lakes, in-town Lake Placid and rural Highlands County.
Frequently asked questions
Can I build a duplex on R-1A?
R-1A is a single-family district — duplexes are generally a multifamily use. Verify with the county; don't rely on this article for a building decision.
Does AU zoning mean I can keep horses?
AU permits grazing and livestock within the county's limits. Confirm animal counts and setback rules for your parcel.
Can zoning change after I buy?
Yes — the county can rezone, though it requires public process. Check the future land use map for the area around any parcel you're considering.
